The Québec Online Gaming Coalition (QOGC) is at the forefront of an industry-wide movement propelling Québec towards a regulated online poker market. The coalition, composed of various players within the gaming industry, envisages a future where Québec’s online gaming market closely mirrors Ontario’s regulated one. The foundation of their argument hinges on the assertion that this introduction of regulatory mechanisms would exponentially elevate the Québec government’s revenue base. Moreover, they propose that these additional funds should be strategically reinvested into pivotal sectors of the province’s economy. This pressing call to action is a direct response to the constraints Quebecers currently experience due to the scarcity of iGaming options available within the province.

The Current iGaming Landscape in Québec 

Québec’s online gaming landscape at present is monopolized by the provincial lottery, Loto-Québec, the lone provider of digital gaming options within the province. Its services do encompass a diverse array of offerings. Since 2004, they have operated a sportsbook known as Mise-O-Jeu, providing Québecers with opportunities to participate in sports betting. Later, in 2010, they further expanded their portfolio with the launch of online casino games through the Espace Jeux platform. Additionally, Loto-Québec offers a peer-to-peer online poker platform accessible to local residents. This platform is integrated within the Espace Jeux suite of games and connects Québecers with the larger Canada Poker Network (CPN). The CPN serves players from various provinces, creating a diverse and vibrant online gaming community. Despite these existing options, the appeal of the gray market remains a considerable pull for some players. This underlines the growing demand for a more regulated online gaming market akin to the one Ontario successfully rolled out in April 2022.

Advocating for the Inclusion of Private Operators 

One of the primary objectives of the QOGC is to disrupt the current status quo and champion the entry of private operators into the online gaming sphere. These private operators include some of the most recognizable names in the online gaming industry, including GGPoker. The inclusion of these heavyweights would significantly transform Québec’s gaming scene, aligning it more closely with global standards. The coalition’s efforts are grounded in a proposal put forward by a group of academics back in 2014. This group had suggested the creation of a regulated market that drew upon the competitive forces of private operators to drive innovation and consumer satisfaction. Regrettably, the provincial government at the time disregarded these recommendations. This allowed Ontario to seize the opportunity and become the trailblazer, launching the country’s first provincially regulated online gaming market. Now, QOGC has reignited this ambition for Québec.

The Far-Reaching Implications of a Regulated Market 

Establishing a regulated market for online poker, casino gaming, and sports betting within Québec could have profound and wide-reaching implications. Primarily, this could unlock a significant source of tax revenue for the government, diversifying its income streams. Furthermore, regulated markets are inherently more equipped to institute and enforce measures that protect players from issues related to problem gambling.  Though it is unclear exactly when such a regulated market could officially take flight in Québec, one thing is certain – the size of the market would be substantial. Québec, being Canada’s second-most populous province, offers a vast customer base for potential operators. Apart from the mentioned GGPoker, it’s anticipated that other companies might join the fray in this exciting new landscape.

Building a Strong Coalition to Advocate for Change 

 

The Québec Online Gaming Coalition (QOGC) comprises eight entities, which include six power players in the iGaming industry. These entities bring a wealth of expertise and strategic positioning to the coalition, with many already operating in Ontario’s regulated market. 

 

The coalition’s objective is to convince the Québec government of the increased revenue potential that the province stands to gain from allowing private companies to operate within the market. Given that many members already hold licenses to offer sports betting and online casino gaming in Ontario, it’s likely that they’re interested in extending their services to Québec, should the regulatory environment become more accommodating. 

 

In summing up, the Québec Online Gaming Coalition’s drive to establish a regulated online poker market within the province marks a potentially transformative shift within Québec’s iGaming sector. If this ambition is realized, not only would it present an invaluable source of revenue for the government, but it would also mean a wider array of iGaming options for Quebecers. More importantly, the entry of private operators into the market could rejuvenate Québec’s iGaming sector, enabling it to better compete within Canada’s broader iGaming industry. This concerted push for regulatory reform by QOGC signals a promising future for Québec’s gaming landscape, one where it stands as an equal contender in the dynamic and fast-evolving world of iGaming.
